Update on the PHP Issue
It appears as though the issue with PHP rendering was actually a problem with mod_perl. Whenever mod_perl was enabled php scripting would prompt for download. Mod_perl is temporarily disabled until the exact problem can be determined. All other services should be functioning as normal.
